Why is my menu overlapping?
The problem you are describing is caused by the compatibility view within Internet Explorer.
In Internet Explorer:
You can try clicking the "Compatibility View" button to enable compatibility view or select "Tools" from the web browser and then go to your compatibility view settings and add the www.cpars.gov website to sites to view in compatibility view. Check the box to view all sites in compatibility view.
You can try using Firefox or Google Chrome.
